Google’s Panda Update is a search filter with main purpose to stop sites with poor quality content from working their way into Google’s top search results.

Google Penguin was release to find and stop sites spamming Google search results, in particular those doing so by buying links or obtaining them through link networks designed primarily to boost Google rankings.

According to my best knowledge panda is used to take away those sites that have low quality contents and penguin is another algorithm that penalize those site which breach the laws declared by Google webmaster.

Panda update - Low-quality content, plagiarised(duplicate content)

Both are algorithms of google

Google panda mainly concentrates on high-quality site and it won't allow low-quality sites with plagiarised content to rank immediately
Google penguin mainly concentrate on backlinks to a website
