If you do all manual work but your links are do follow and irrelevant, What is its effect on your SEO campaign ?

The better strategy is to have dofollow + relevant links. However this strategy that you have described is also useful but only a little bit because google really likes relevant backlinks to your niche.  For example for a website you have 100 dofollow+irrelevant backlinks, and for another you have only 10 dofollow + relevant backlinks. You believe or not your both website will get equal benefits from Google.

Unrelated backlinks do not carry significant value. Backlinks are the main of good SEO. When search engines discover the importance of a site to a keyword, they reflect the number of QUALITY inbound links to that site.

The main problem with irrelevant links is that they offer no real value, and actively deceive both Internet users and search engines. If we look at links as signposts along the information highway, irrelevant links are tantamount to changing the traffic signs along the road.
